You cannot relieve pressure using a wastegate. Unless you have a runaway boost scenario, the wastegate is doing its job. Changing the housing and turbine design are all you can do to reduce exhaust pressure. The exhaust pressure at steady state is what's necessary to generate the boost target. Increasing the ratio essentially allows a little more flow around the turbine in the housing. However, the turbine you're running is always going to generate more back pressure than ideal.
Shitty deal, always something throwing a wrench into stuff, hopefully have it back together sooner than later.
