I hope you guys were able to figure out the tire rubbing issue. If not and its only rubbing on the one side maybe the axle is slightly off center as built with minimal clearance to begin with and if your new wheels are slightly wider (or slightly different offset) than the black steel ones, they could be stretching the tire sidewalls out a bit causing them to rub on the inner fender. Especially with extra loaded weight allowing the side walls to flex more.
Get that rig to a trailer shop
Check the bushings in the trailing arms
Why are you worried about calipers and pads on an axle that the brakes aren't hooked up on? Other than having spare parts for the "live brake" axles, you're adding weight and resistance where it's not needed.
Put pads on bracket bolt bracket to equipment slip caliper on finished.
