You forgot to mention the asterisks next to both of Max's championships and Redbull's championship this year.
You cannot segregate a budget.
Spending over the budget means you cheated in Racing, its about the same as having extra players on the field/court in any other sport.
Redbull was destined for a shit year until they started cheating to beat Ferrari early in the season.
Mercedes saw what Redbull did and followed suit because Toto knew the FIA wouldn't actually do anything about it.
Basically, Redbull and Max Verstappen are about as much of world champions as the Astros, Lance Armstrong, Barry Bonds, and the New England Patriots.
Ferrari World's flagship roller coaster, Formula Rossa, is actually pretty legit. It's the fastest roller coaster in the world and gets to 240km/h (~150mph) in 4.9s. riders pull almost 5Gs in that acceleration. Though most coaster enthusiasts say the rest of the ride doesn't really live up to that initial launch. It's a little bit quicker than an F1 car, so it could be a fun short promotional video to put a few of the drivers on it.
